OCBC Cycle Singapore National Downhill Championships 2018

21 July 2018

Welcome

Welcome to the Singapore National Downhill Championships 2018. To follow is a briefing that contains very important information about the day and rider responsibilities to ensure the event is safe and entertaining for riders and spectators.

Special Thanks

On behalf of Cycosports and the Singapore Cycling Federation we would like to say a special thanks to Ivan & James and the many volunteers that keep making the Kent Ridge MTB Park better and better. Only through their tireless efforts could such an event happen.

Race Location

Please park at the upper carpark where the toilets are located. Please do not park illegally at the event area as this area is extremely busy with cyclists and races in progress.

When no parking lot is available at the Kent Ridge Park Main Carpark, please find alternative parking down the road. No parking along Vigilante Drive is allowed as it is a single carriageway road.

National Parks have expressly asked us to highlight to participants there are no wash facilities for bicycles and please do not use the toilets to wash your bikes.

Race Format

The downhill race will consist of three parts:

  1. Training – Riders will be able to undertake training runs (excluding the footpath area) from 7:45am to 9:15am. A Marshal will release each rider onto the course at 30 second intervals. Riders must have their number on their bike before starting a training run.

    It is mandatory that all riders do at least 1 training ride or “roll down” the track before being allowed to race / Number of runs will be marked by marshals. Recommended to do 2 training runs if time permits.

  2. Seeding Run – From 10:00am all riders will race the course based on a defined start schedule at intervals of 30 Seconds. Riders are advised to be at the staging area 15 minutes before their scheduled start time with complete gears.

  3. Final Run – All riders will race the course by category and then their seeded time with the fastest riders last. Final runs will be at 1 minute intervals.

Uplift – Moving back to Start Line

To ensure the greatest safety for all, riders are to use the pavement (Vigilante Drive) to move up to the Start.

DH Rider Starts

Please note the following UCI Rules:

  • A commissaire will stage the riders according to the start list and when called the riders must line up behind the start line.
  • Under no circumstance may a rider start the race at any time other than his start time.
  • The rider may start between 5 seconds before and 5 seconds after his official starting time as electronic timing is used.
  • A rider who misses his starting time will be considered as a «did not start (DNS)» and will not be given another starting time.
  • Any rider who goes off course must re-enter the course at the same exit point or will be disqualified.

In the event a rider’s seeding or final run is “cancelled” due to a red flag incident on the course, the rider must report to the finish judge who will confirm the rerun. The rider must then (as quickly as possible) report to the Start Judge for the rerun.

  • Women's Open Elite

Downhill Helmet and Rider Protection

  • A full-face single shell helmet must be worn properly both when racing and when training on the course. The helmet must be fitted with a peak. Open-face helmets may not be worn.
  • Knee Pads are also compulsory

  • The UCI strongly recommends that riders wear the following protection:
    • back, elbow, and shoulder protectors made of rigid materials;
    • protection for the nape of the neck and the cervical vertebrae;
    • padding on shins and thighs;

Course Marshals

Each marshal will be located in direct line of sight of the next. They signal the arrival of riders with a short, loud blast on a whistle. Each marshal will have a radio link and red flag.

Red flag holders will immediately assess the situation of any crashed rider and continue reporting by radio to the marshal coordinator. Red flag marshals who are not directly affected by an accident must follow the relevant radio transmissions. If they note that one of their colleagues further down the course is waving their red flag, they will immediately do the same.

Riders observing a waving red flag during the race must stop immediately. A stopped rider must continue calmly to the finish and request a re-start from the finish line commissaire and wait for further instruction.

PROTESTS

Any rider who considers he has been prejudiced by any action during the competition may submit a protest to the Chief/Race Commissaire after he/she has crossed the finish line. The rider must submit his/her protest in writing and it must be signed and presented within 15 minutes of the end of his/her race along with a fee of SG$200 to the SCF Secretariat.

If a protest involves one of the top five finishers, the awards ceremony will be delayed until the decision is reached. The decisions of the Commissaire Panel or Chief Commissaire on the day in relation to the interpretation of the Technical Regulations; necessary disciplinary action and upon any protests received in accordance with the above will be final.
